Snowy Valleys Council is a local government area located in the South-West Slopes region of New South Wales. The local residents (approx. 15,000) are spread across many towns and villages within the large LGA which spans 8,959km2. It's a perfect location for families seeking a tree-change to a more relaxed and outdoor lifestyle, as the area is bordered by the Kosciuszko National Park and Murray River.
Council has an office in Tumut and another in Tumbarumba, you are welcome to work from either. The Tumut office is conveniently located just 1hr20 East of Wagga Wagga, and 2hr10 West of Canberra.

The Opportunity
A unique opportunity for a finance professional to step-up into a 'Chief Financial Officer' position, within a local government organisation. As the CFO, your role purpose is to lead and develop the finance function, by providing values-based leadership and management to the staff, whilst providing quality strategic financial advice to the General Manager, the Executive team, Leadership team and the elected members of Council.

The finance function includes 12 FTE staff (3 direct and 10 indirect) across the portfolio which consists of:
Financial Accounting, Management Accounting, Financial Strategy &
Performance, Rates (Revenue), Payroll, Procurement, Long-Term Financial Planning and Statutory Reporting.

Key Accountabilities

  • Provide expert financial advice and analysis to inform the decision-making of the Executive Leadership Team and Council to support governance and administration of the Council, this includes the development and maintenance of organisational financial strategies, plans and policies.
  • Manage Council's financial affairs with a focus on compliance and the identification, oversight and mitigation of key financial risks.
  • Provide, monitor and maintain efficient accounting and budgeting systems and internal control processes.
  • Deliver financial planning and management activities including budgeting and forecasting, reporting and compliance. This includes long-term financial planning and reporting, rating services, financial management and accounting and procurement.
  • Provide detailed financial reporting and analysis on income, expenditure and commitments of Council Functions to support effective decision making, including factors contributing to budget variations.
  • Conduct detailed financial analysis for new program initiatives and projects to ensure financial implications are taken into consideration.
  • Ensure accuracy and integrity of information in Council's financial, rating and land information software modules within TechOne.
  • Manage financial, human and physical resources to enable service delivery of the function in accordance with legislation, adopted strategies and plans.
  • Seek to continuously improve the performance of the function by enhancing service quality, accessibility and responsiveness, this including educating staff across Council.


About You
It is expected that you will be a strong people leader and team player, ensuring the finance function is running harmoniously, by taking a 'back to basics' approach, then building on from there, with a continuous improvement mindset. Our ideal applicant will bring:

  • Degree level qualifications in Finance or Accounting is expected, in conjunction with CA or CPA accreditation.
  • Demonstrated work experience as a finance professional at a senior level.
  • Previous experience leading, motivating and managing staff.
  • Prior experience of working within a local government finance team is not required, although it would be highly beneficial.
  • Strong communication skills, with the ability to communicate a clear direction to your staff, whist also educating the wider business on finance matters.
