Mission

The primary purpose of the role is to lead the HSEQ department of the O&
M Co in a Public PrivatePartnership. This will include :

- Providing clear leadership and direction to set the vision for the HQSE team, based on global best practice.

- Obtaining Rail Transport Operator (RTO) Accreditation for O&
M to commence operations(Rail Infrastructure Manager and Rolling Stock Operator) and too manage any variations to this Accreditation.

- Producing, managing and assuring the implementation of health, safety, quality, environment, and sustainability management systems including;
policies/processes and procedures, including all related assurance measures.

- Ensuring that all team members have a fundamental understanding of their health and safety (WHS and Rail) obligations and are empowered to monitor compliance, interface issues and risks. Responsibilities

Western Sydney Airport (WSA) functions :

- Developing and implementing HSEQ strategic initiatives and the associated key performance indicators (KPIs) for optimising performance with the goal of meeting or exceeding the contractual KPIs

- Accountable for obtaining and maintaining Rail Transport Operator (RTO) Accreditation and ensuring all obligations of accredited persons under the Rail Safety National Law and Rail Safety Regulations are met.

- Accountable for implementation, management and continyed development of the Workplace Health and Safety (WHS) Management System, including attaining and maintaining certification against ISO45001.

- Leading transformational behavioural change projects across the business, further increasing a positive health and safety culture.

- Managing and leading the HSEQ team to ensure successful HSEQ performance

- Creating new policies and procedures to establish the Integrated Management System (IMS) alinged with the definition of the HSEQ strategy, ensuring these are embedded at all levels across the organisation

- Implementaion and continuous improvement of the Quality and Environmental Management Systems, including attaining and maintaining certification against ISO9001 and ISO14001

- Providing legislative and regulatory advice on all matters relating to Workplace Health and Safety, Rail Safety, Environment and Quality Management, ensuring relevant documentation is kept up to date.

- Leading, supporting and advising on risk assessments, mitigations and controls and hazard transfer process in accordance with D&
C activities, systems and deliverables (inc. design review).

- Leading or participating in formal investigations, specialist inspections and audits working with HSEQ and the management team to ensure findings and actions address systematic improvement and stakeholder expectations.

- Preparing and managing the HSEQ program of activities for the remaining 3 years of D&
C

- Being the main point of contact with HSEQ related Stakeholders (ONRSR, SafeWork NSW, Sydney Metro, ISA, IC, etc.)

- Leading sustainability works (carbon offset, greenstar rating, specific accreditations etc.)

- Defining the strategy and the deployment of the Competency Management System (CMS)

- Owning the risk management system for O&
M phase

- Representing O&
M at the D&
C Rail Infrastructure Manager (RIM) Review Board (RRB)

- Representing O&
M for the Safety in Design process

RATP Dev Australia related functions :

- Providing senior expertise on broader technical topics (i.E. Operations/Customer Service/Asset Management)

- Supporting the implementation and deployment of HSEQ initiatives and priorities
