General Counsel and Executive Director, Legal and Legislation

  • Lead the department's Legal and Legislation branch at an executive level
  • Support the department's strategic priorities through expert advice in legal, policy, regulatory, and commercial matters
  • Senior Executive Service Band 2 (SES2), Fixed term up to Five (5) years

The Department of Jobs, Skills, Industry and Regions (DJSIR) is looking to appoint a General Counsel and Executive Director for Legal and Legislation. The most senior legal role within the department, this position oversees the executive leadership of the Legal and Legislation Branch, which provides high-quality legal and legislative advice and services across a wide range of departmental matters.

Reporting to the Deputy Secretary for Corporate Services, the General Counsel leads a team that delivers timely and top-quality legal counsel on issues including public law, administrative law, litigation, freedom of information, and commercial law. The position ensures the department maintains robust legal frameworks and supports strategic goals through expert legal, policy, regulatory, and commercial advice.

In addition to providing strategic legal guidance to senior departmental officials and Ministers, the General Counsel builds strong relationships with key stakeholders in the public sector, including the Victorian Government Solicitor's Office, Office of Chief Parliamentary Counsel, Department of Premier and Cabinet, Department of Treasury and Finance, and counterparts in other public service departments.

The ideal candidate will be an exceptional leader with extensive senior-level experience in the public sector, adept at leading teams and possessing a deep understanding of governmental operations. Alongside necessary qualifications and admission to practice law in Victoria, they should be widely recognised in the legal community for their expertise, professional ethics, integrity, and sound judgement.
