Emphasising community preparedness, prevention, and response, Queensland Fire and Emergency Services (QFES) is a multifaceted organisation providing crucial services including fire and rescue, disaster management, Rural Fire Services, and State Emergency Services and extends support to other volunteer organisations engaged in emergency response efforts.

Purpose of the Role:

Effective governance, risk, and performance management in the ICT directorate is facilitated by strategic analysis for the ICT Portfolio Board, focussing on organisational risk. The team oversees the application of the department's risk management framework, maintaining a consolidated ITD Risk Register, and ensuring compliance with the organizational risk appetite through regular reviews and audits.

Reporting to the Director of Portfolio, Governance, Strategy, and Architecture, the role will lead the governance, risk, and performance management activities, ensuring IT governance and risk standards, policies, and continuous performance improvement align with organisational expectation, including the planning and implementation of ICT services and solutions through full operational lifecycle,.

Key responsibilities will include:

  • ICT Governance and Compliance:
    Develop, maintain, and monitor ICT governance and assurance frameworks to ensure compliance with Queensland Government directives, policies, and standards, aligning with organizational strategic goals and regulatory requirements.
  • ICT Procurement and Contract Management:
    Lead and manage the development and implementation of ICT procurement sourcing and contract management strategies to ensure successful delivery of services and adherence to service agreements by delivery partners.
  • Strategic Advice and Performance Metrics:
    Provide strategic advice to senior management on ICT service provider contracts and product lifecycle management, and embed, enhance, and monitor performance metrics for ITD services, including SLAs and KPIs.
  • Stakeholder Relationships and Risk Management:
    Build and maintain effective relationships with key stakeholders, ensuring timely and professional handling of risks and issues, and manage complex briefs, reports, and correspondence related to ICT solutions and contracts.
  • Project Assurance and Team Leadership:
    Oversee project and program assurance, ensuring efficient controls, reporting, and governance, and lead the team through effective human resource and financial management, including staff development.

Highly desirable skills and experience:

  • 5+ years experience in managing ICT governance, risk and performance monitoring and in Governance. Demonstrated experience in Risk reporting and Performance Management.
  • Qualification and/or demonstrated experience in portfolio/program/project management.
  • Experience with interpreting and applying Queensland Government standards and policies in relation to assurance, risk management, procurement, portfolio management and performance.
