Purpose of specific work area and position

The Bushfire Resilience and Operational Support Branch leads strategic and operational asset management, bushfire mitigation strategy and land use planning resilience for the Rural Fire Service (RFS). The Branch supports regional operational efficiency by ensuring volunteer operations are in alignment with legislative requirements and whole-of-government priorities. Bushfire Mitigation is responsible for maintaining effective working relationships with the Fire Warden Network, Fire Management Groups, interdepartmental committees, and public and private sector stakeholder groups.


The Bushfire Mitigation function comprises operational and support staff with expertise in mitigation strategy, first nations capability development, environmental ecology (natural and cultural), and landscape fire policy. The function supports and enhances the experience of volunteers through the provision of statewide strategic management, promotion, and expansion of preventative bushfire mitigation strategies, fire prevention, planning and education programs, leveraging best-practice, cultural and environmental insights.
Reporting to the Assistant Chief Officer, the role works closely with internal and external stakeholders, including Bushfire Mitigation Managers in the Districts, to monitor and evaluate bushfire risk, identify current fuel loads, and coordinate bushfire mitigation strategy and hazard reduction activities to ensure QFES strategic objectives and operational capabilities are met.

Highly desirable requirements

  • Knowledge of or experience in resource management appropriate to volunteers for the prevention, preparedness, response, and recovery phases in community support.
  • Experience in or knowledge of the concepts, strategies and issues associated with managing a volunteer environment.

Primary duties

In addition to the generic Chief Superintendent, Rural Fire Service (RFS) role description, the primary duties of the Executive Manager, Bushfire Mitigation include but are not limited to:

  • Lead the development of an organisational bushfire mitigation framework, and coordinate data and systems management activities that support framework operationalisation.
  • Develop and roll-out the program of work that supports mitigation activities in the Regions to assist in providing a coordinated department-wide approach to enhance volunteer, Brigade and community safety.
  • Enhance preparedness and engagement through building and sustaining collaborative working relationships, and manage statewide bushfire mitigation partnerships and governance, including Fire Management Groups, fire mitigation plans and first nations mitigation capability.
  • Lead the development of a cultural knowledge framework and strategy to support First Nations Bushfire Mitigation Officers in the operationalisation of cultural burning knowledge in the field, and advocate for inclusion in indigenous working groups to create pathways of indigenous engagement across the state.
  • Manage the Permit to Light Fire framework, systems, and processes to ensure regulatory compliance and effectiveness in landscape fire activities through Rural Fire Brigades, Fire Wardens, and volunteers.
  • Manage the development, implementation, and evaluation Fire Warden capability enhancement activities to ensure fire wardens are supported and well equipped to undertake the role.
  • Oversee the development of environmental management capabilities, including specialist advice service and skills development, to support the protection of natural and cultural assets which may be threatened by bushfire.

  • Incumbents may be required to travel and work within their area of responsibility and may also be required to undertake intrastate and/or interstate deployment and travel.
  • This is a day work position yet may require flexible hours of work to meet functional demands, including working at night on weekends as part of the role.
