About the NDIS Quality and Safeguards CommissionThe NDIS Quality and Safeguards Commission (the NDIS Commission) is an independent
agency established on 1 July 2018 to improve the quality and safety of NDIS supports and
services. The Commission is the dedicated national regulator of NDIS service providers in
Australia and a non-corporate entity under the Public Governance, Performance and
Accountability Act 2013.

The NDIS Commission's core legislative functions are to:
- uphold the rights of, and promote the health, safety and wellbeing of, people with
disability receiving supports or services, including those received under the National
Disability Insurance Scheme;
- develop a nationally consistent approach to managing quality and safeguards for
people with disability receiving supports or services, including those received under
the National Disability Insurance Scheme;
- promote the provision of advice, information, education and training to NDIS
providers and people with disability;
- secure compliance with relevant legislation through effective compliance and
enforcement arrangements, including through the monitoring and investigation
functions conferred on the Commissioner by legislation;
- promote continuous improvement amongst NDIS providers and the delivery of
progressively higher standards of supports and services to people with disability;
- develop and oversee the broad policy design for a nationally consistent framework
relating to the screening of workers involved in the provision of supports and services
to people with disability;
- provide advice or recommendations to the National Disability Insurance Agency
(NDIA) and its Board in relation to the performance of the Agency's functions;
- engage in, promote and coordinate the sharing of information to achieve the objects
of the relevant legislation;
and
- provide NDISmarket oversight, including:
i. by monitoring changes in the NDIS market which may indicate emerging
risk;
and
ii. by monitoring and mitigating the risks of unplanned service withdrawal.

About the Practice Quality Division
The Practice Quality Division is responsible for
- Upholding the rights of participants through lifting the capabilities, commitment andconfidence of Providers and their workers to respond to those rights.
- Setting national standards in evidence-based, contemporary, and positive behavioursupport, and regulating against them.
- Supporting providers and workers to embrace these standards and drawing on theirfull range of regulatory powers as appropriate where they do not.
- Working together to eliminate the use of outdated and unnecessary restrictivepractices from the nation's disability service landscape.
Responsibilities of the Practice Quality Capability BranchThe Practice Quality Capability Branch works to deliver the Commission's strategic focus
on the rights of people with disability and quality providers and workers. Our goals include
amplifying and promoting the rights of people with disability and improving the quality of
positive behaviour support planning and implementation, so the use of restrictive
practices are reduced or eliminated.
The Branch exists to enhance practice quality in the sector, performance improvement in
behaviour support and builds understanding of regulatory compliance in behaviour
support practice. It plays a critical role in building a receptive and capable market of
specialist behaviour support providers and practitioners. It is responsible for the
development of strategies for reduction and elimination of restrictive practices,
incorporating unauthorised restrictive practices.
Director, Practice Quality Engagement
Reporting to the Assistant Commissioner, PQ Capability, the Director, Practice Quality
Engagement is a key advisory leader and representative for the PQ Division.
This role plays an important role in regulatory engagement with disability service
providers. This is vital for maintaining the integrity, safety, standards and practice quality
and can support growth and innovation within the sector.
The main role of the Director is to lead and manage the PQ Engagement team, including
the day to day operations of the team's oversighting all Practice Quality Sector-based
practice engagement. The Director will provide effective management and oversight of
performance improvement strategies and strong leadership in championing, monitoring
and advancing performance improvement initiatives that uphold the dignity, well-being
and safety of NDIS participants.
Key duties of the role - Establish and facilitate communities of practice aimed at improving the capability of
the sector in the areas of specialist behaviour support practice and behaviour
- Collaborate with industry associations, advocacy groups and lead external
stakeholder management (e.G. Peak Bodies, Unis, Co-regulators in S/T)
- Develop and deliver sector-based education, training and advice
- Ensure compliance with relevant governance requirements and policies andprocedures
- Work with the sector service providers and other professional to enhance theirpractice and promote a culture of continuous quality improvement
- Identify and with consent write up and publish case studies of high quality outcomes,
quality of life improvements and reductions and elimination of restrictive practicesfor participants
- Provide support and input to behaviour support policy development, as required
- Prepare high quality reports, briefing papers and Ministerial correspondence for
- Presentation to senior staff and the Executive.
- Behave in accordance with the APS values.
In addition to the job specific duties above, all Directors will also be responsible for:
- leading change and supporting staff through organisational change and uncertainty;
- managing the financial and human resources of the team;
- driving improvements to systems and procedures within the Branch and moregenerally across the Division;
- building a strong workplace and service culture and contributing to the leadership
and management of the Branch and Division as a member of the Division's SeniorLeadership Team;
- supervising, mentoring and developing staff, including effectively managing anyunderperformance and behaviours of concern;
- preparing briefsto, among others, the Minister, Commissioner, Executive Leadership
- ensuring effective communication across the team;
- responding to enquiries from the media, and internal/external stakeholders;
and
- representingthe Division in meetings with internal and external stakeholders.

You will have demonstrated experience in a similar role, including the following:
1. Highly developed leadership skills to nurture and support staff, and to developexcellent working relationships with a variety of stakeholder groups.
2. Regulatory and/or compliance experience, preferably in a statutory environment.
3. Highly developed management skills to initiate, monitor and finalise bodies of work.
4. Highly developed organisational skills and capacity to independently to set priorities,manage competing demands, and meet deadlines, including those of the team.
5. Sound analytical skills to be able to evaluate complex provider compliance issues and
to provide solutions where necessary.
6. The ability, and the confidence, to make sound judgements and decisions based onthorough research to achieve the objectives of the Practice Quality Branch.
7. High order written and oral communication skills to present and explain complexissues.
8. Expertise in the provision of strategic direction and guidance, including identifyingcourses of action that will lead to the achievement of the Commission's goals.
- An understanding of the NDIS Quality and Safeguarding Framework and the NDISAct.
- Lived experience of disability or demonstrated understanding of disability services ina state, territory or Commonwealth government context.
- Relevant qualifications or equivalent work experience.
